Named in memory of Valentin Mikhajlovich Amelin (1930–1989), an authority on geodesy who lectured on the subject at Leningrad University. A staff member of the Institute for Theoretical Astronomy since 1956, he took part in the preparation of the Naval Astronomical Almanac from 1962 and became supervisor of this work in 1977.
